to attend the meeting.
Mr Weatherill will take over the top job on October 20 after wrestling the party leadership
of Mr Rann in late July.

there," he told reporters in Canberra.
"As you remember when Peter Beattie was in the process of stepping down and mentoring
Anna Bligh, only Peter Beattie as premier could attend COAG.

BRISBANE, Feb 22 AAP - Phone tapping powers would give Queensland police a greater
crime busting tool especially in operations such as yesterday's motorcycle gang drug raids,
the opposition says.
Queensland is the only mainland state without laws that mirror federal legislation

WA:Man killed in collision with road train
A 59-year-old man has been killed after his car veered into the path of an oncoming
road train in the Western Australian Wheatbelt town of Meckering.
Police say the man and his female passenger crossed onto the other side of the road
before colliding with the oncoming road train at about 7 (WST) last night.
The driver was found dead at the scene while his female passenger suffered severe injuries
and has been air lifted to Royal Perth Hospital where she remains in a critical condition.
Police say the force of the crash was strong enough to eject the driver of the road
train out of his cab.
It's the first fatality on WA roads for the Easter holiday period.

QLD:Yasi: Five reasons to be very worried

SYDNEY, Feb 1 AAP - Queenslanders have five distressing reasons to worry more about
Cyclone Yasi than they did about the devastating Cyclone Larry five years ago.
Yasi is much larger, is heading for more heavily populated areas, is likely to be even
more ferocious, may not be the last cyclone of the current weather system and threatens
a state already reeling from killer floods.
Larry was bad enough.
It was rated the most powerful cyclone to hit Queensland in almost a century when it
smashed Innisfail and surrounding areas in March 2006.
It caused one fatality, damaged 10,000 homes and inflicted losses worth $1.5 billion.
It virtually annihilated Australia's banana crop, leading to severe shortages and price
hikes of up to 500 per cent.
But the latest cyclone to threaten banana-benders looms as even more ominous.
Yasi has built into a severe category four cyclone, and could bring winds approaching
250 km/h, packing a punch 30 or 40 km/h greater than Larry, which was a mid-level category
four.
Yasi is also significantly larger.
It is so big that it could lash the coast with 100 km/h winds on Wednesday even while
still hundreds of kms out to sea, before hitting land around the sugar town of Innisfail
later that night or early on Thursday.
Queensland Premier Anna Bligh warned the storm was so large that the calm experienced
as the eye passes could last for more than one hour.
"It's very important people understand that calm is not an opportunity to go walking
outside and to have a look around," she said.
"The next thing that will be felt is the strongest possible winds.
"This storm is huge and it is life threatening."
Yasi's size means it threatens a 700 km stretch of coastline from Cooktown towards
Mackay, an area that is home to more than a quarter of a million people.
It includes Townsville, whose 180,000 residents make it the state's biggest regional
city, as well as Mackay, with a population of 80,000, and smaller but still sizeable centres
like Bowen, Ayr and Innisfail, Ingham, Tully, Proserpine, St Lawrence and Yeppoon.
"Please make no mistake," said Queensland state disaster co-ordinator Ian Stewart.
"This storm is a deadly event."
Premier Bligh has warned the cyclone could be one of the most powerful to hit Australia's
eastern seaboard.
It could trigger a tsunami-style storm surge, she says, especially if its landfall
coincides with a high tide.
It could also bring a further deluge of 1,000mm of rain to the northern and central
regions of a state already hammered by floods which have claimed 40 lives and caused an
estimated $8 billion loss to the coal industry alone.
It has already brought further havoc to the coal industry, forcing all ports between
Cairns and Mackay to close on Tuesday and 50 bulk coal carriers to put out to sea to ride
the storm out.
It could also wreck the state government's plans to privatise the Abbott Point coal
terminal near Bowen, which is on the market for $1.5 billion.
Thousands of residents have heeded government warnings to evacuate, and all schools
in far north Queensland will be closed on Wednesday, Thursday and Friday.
Nursing homes and resort islands like Daydream and Hamilton began evacuations on Monday,
and a total of 360 hospital patients were being moved, some of them flown to hospitals
in southeast Queensland.
Regardless of what destruction Yasi creates, the state's weather woes may be far from over.
The National Climate Centre has warned the intense La Nina system which is dominating
the Pacific Ocean and causing the current problems could persist well into the second
half of the year.

NSW: Special caucus set to be held on Thursday evening
NSW Labor MPs have signed a petition calling for a special caucus meeting to be held
this evening .. when Premier NATHAN REES will be challenged for the leadership.
AAP understands 17 MPs are signatories to the request for a meeting to be held at 6pm (AEDT).
It's believed that among those to sign the petition are Right faction powerbrokers
JOE TRIPODI .. EDDIE OBEID and JOHN DELLA BOSCA .. while dumped ministers MATT BROWN and
TONY STEWART are apparently also on the list.
At the caucus meeting .. a no-confidence motion is set to be moved against Mr REES
which .. if successful .. would spell the end of his leadership.
Planning Minister KRISTINA KENEALLY and former minister FRANK SARTOR are viewed as
the most likely leadership contenders .. but Police Minister MICHAEL DALEY and Deputy
Premier CARMEL TEBBUTT are other possible challengers.
Mr REES has vowed to go out fighting .. and has attacked those undermining his leadership
as a malign and disloyal group .. which has made the business of government almost impossible.
He says if he's not premier by the end of the day .. let there be no doubt in the community's

Fed: States signed up to biggest federal road & rail investment
CANBERRA, April 26 AAP - The states and the territories have signed up to the largest
federal roads and rail investment in Australia's history, which will see $26.4 billion
of funds for projects including upgrades of the Pacific and Bruce highways.
The agreement, which was foreshadowed at the February meeting of the Council of Australian
Governments, includes federal funding for 120 road and 26 rail projects over six years.
The key projects include the Pacific Highway, NSW, ($2.5 billion), the Bruce Highway,
Queensland, ($2.2 billion) and Western Ring Road, Victoria ($900 million).
"We are spending more on rail in 18 months than the previous government spent in 12
years," Federal Infrastructure Minister Anthony Albanese told the Nine Network on Sunday.
Meanwhile, Mr Albanese said he would enjoy announcing $2 million of federal funding
for a $7.3 million sporting pavilion to be built in Opposition Leader Malcolm Turnbull's
own electorate.
The funding will be made available for the Waverley Park pavilion under the government's
$800 million community infrastructure program.
Mr Turnbull is attending the announcement.
"The hypocrisy of Malcolm turning up to Waverley Park for this announcement - $2 million
from the commonwealth contributing to a $7.3 million project in his electorate that he
voted against," Mr Albanese said.
"That is I think something that stands for itself."

Vic: Bungled break-in ends in collapsed cherry picker
MELBOURNE, Dec 21 AAP - Two men have been hospitalised and a third is speaking to police
after allegedly breaking into a Melbourne building site and crashing a cherry picker.
The three pulled apart a fence to enter the site on Wright Street, Keilor Park about
7.30am (AEDT) where they found a cherry picker with its ignition key in it, police said.
Police said two of the men where in the cherry picker carriage and the third man was
driving it when it tumbled over a small concrete drop.
Police are questioning the machine's driver while the occupants of the carriage have
been taken to the Royal Melbourne Hospital in a stable condition with upper body injuries.
Two of the men are aged 20, a third man is 19.
No charges have yet been laid.

Swm: New LZR suit heralds generation of super swimmers

BEIJING, Aug 15 AAP - If the faintest shadow of a doubt existed about the assistance
the notorious LZR Racer swimsuit provides to a swimmer, it was removed forever in Beijing
this morning.
And not only by the man who today became the greatest Olympian of all time.
Certainly, Michael Phelps and his five gold medals and five world records in Beijing
are a convincing endorsement of the LZR.
But perhaps even stronger proof came from Australia's Eamon Sullivan during today's
session at the Water Cube.
Already a multiple record breaker in the Speedo suit, Sullivan saw one of his world
marks lowered today by Frenchman Alain Bernard who shaved 4/100ths off the Australian's
time in the first semi-final of 100m freestyle.
The setback, however, was extremely temporary.
Before Bernard had dried his hair, Sullivan squeezed another incredible swim out of
his LZR-enhanced body and stripped a staggering 0.15 seconds off the new mark in the second
semi.
Sullivan seems to have the ability to produce world records at will - he's already
delivered two in Beijing and will more than likely find another in tomorrow's 100m final.
But would a young man who has had two hip operations, who has dodgy shoulders and is
as thin as a whip swim as fast as he does without the LZR.
The answer is almost certainly "No".
He'd still win, but when he shoehorns himself into an LZR, Sullivan is part Tarzan
and part Great White.
The LZR is clearly the biggest development in racing swimsuits since they stopped making
them out of wool.
In some quarters, however, they are seen as more than a development.
Opponents have described the LZR Racer as "technological doping".
One of them is Forbes Carlisle, the legendary Australian coach who wrote an open letter
to swimming officials demanding they reconsider their decision to approve the suit for
the Olympic Games.
Whether the Speedo suit conveys an actual physical advantage or a mere psychological
"placebo effect", swimming was being severely damaged, Carlile wrote.
Carlile also hit on another issue of concern.
The Speedo swimsuit is expensive, around $500, and you need a new one after every 10
swims, making it difficult for swimming federations who aren't on the free list, but still
want to compete.
The secret of the LZR, according to swimmers, is in the groin and abdomen where the
suit has an inflexible girdle-like structure meant to hold a swimmer's body in the best
position as they move through the water.
Another benefit is seamlessness. The whole suit is "ultra-sonically welded" together,
a technique that bonds plastic using sound waves, thus reducing drag.
It also compresses a swimmer's body, so much so that it often takes 30 minutes or
more to put it on.
Zimbabwe's Kristy Coventry says suiting-up is so painful on her fingers that they are
constantly wrapped in band-aids
"I think everyone is wearing the suit now, so we're on kind of a level playing field,"
said Coventry, who has set three world records in Beijing and today finished second to
Australia's Stephanie Rice in the 200m individual medley.
The Dutch Olympic champion Pieter van den Hoogenband, a veteran of four Games and an
LZR convert, welcomed the innovation today.
"It's fantastic ... this is a whole new period of time, a whole new level," he said.
"New swimsuits, a new generation - it's unbelievable."
Of the 40 swimming medals awarded thus far in China, 37 of them have gone to athletes
wearing the LZR Racer.
Since the suit made its debut in February, it's been used to break 61 world records.
Some swimmers, however, believe there are other reasons, like the deeper pool in Beijing.
Normally an Olympic pool is two metres deep. Here it is three, which reduces turbulence
that bounces up from the bottom.
There is also another spin-off from the LZR phenomenon - a clamour to claim a role
in the suit's development.
Universities from Otago in New Zealand to Iowa in the United States and Nottingham
in England have crowed about their involvement.
NASA has also been given some credit.
Speedo says they are mostly right, although NASA's part was merely to provide a wind
tunnel for testing.
The company, which started as a knitting mill in Australia in the early 1900s, brought
more than 3,000 suits to the Games and have had queues of more than 100 swimmers at a
time keen to be fitted out.
The public has its chance to do the same when the LZR Racer goes on sale after the
Beijing Games, but even the makers aren't expecting it to overtake their famous budgie
smugglers.

An Australian businessman is paying for a multi-media ad campaign .. urging senators
to scuttle the federal government's immigration bill in parliament this week.
Perth businessman .. IAN MELROSE is running the ads on TV .. radio and in papers from tomorrow.
In the past he's paid for other media campaigns including one opposing the Australian
government's position in an oil rights debate with East Timor.
The immigration bill now faces an uncertain future with Family First senator STEVE
FIELDING today announcing he'll vote against it.

Irate soccer dad fined for shoving ref
An irate soccer dad in Brisbane's been fined for shoving a referee after his teenage son's game.
SVETO LAZIC .. of suburban Coorparoo .. pleaded guilty to one count of common assault
on the referee in March last year.
LAZIC had been watching his son play indoor soccer .. when he verbally abused the ref
and pushed him in the back of the head and the shoulder after the match.
Magistrate WILLIAM SMITH fined LAZIC 750 dollars .. saying it was completely unacceptable
that referees should have to deal with irate parents.

Vic: Almost 70 illegal workers found in northern Victoria
MELBOURNE, Feb 16 AAP - Almost 70 illegal workers and overstayers were found in northern
Victoria, Immigration Minister Amanda Vanstone said today.
Immigration staff visited the towns of Nathalia, Murchison, Yarrawonga and Numurkah
today and yesterday, and found 19 people working in breach of their visas and 49 who overstayed
their visas.
Of those, 49 were Malaysian, 17 Thai and two Cambodian.
Ms Vanstone said they were taken to the Baxter immigration detention facility.
She said the department found more than 20,000 people who overstayed their visas or
breached visa conditions in the 2003-04 financial year.

Good morning. When it comes to electronic commerce and global supply chains ...
There's good news, and there's bad news. The good news is that this e-commerce thing is starting to live up to its hype.
Forrester Research just came out with a report predicting that global e-commerce will reach an astounding 6.8 trillion dollars by 2004.
The bad news is that we might not be ready for it.
In the same report, Forrester predicted that all that extra volume will (quote) "crush today's brittle supply chains."
The report went on to claim that today's inefficient global logistics system is "held together with string and bailing wire."
Now, those are fighting words.
But can we really argue?
Not if we look at statistics that demonstrate that too many e-commerce companies are stumbling on the back end.
Last year, about one-third of all orders placed over the Internet were not fulfilled exactly as promised.
Anderson Consulting conducted its own little test with online retailers and found that only 45 percent of orders arrived by the date promised.
As Steve Manes, editor of PC World, recently wrote: "There are plenty of online retailers who know how to take the order ... just not many who know how to fill the order." A toy retailer that ventured online recently fired its CEO after supply-chain incompetence led to big problems. A logistics engineer with the toy company described the situation this way:
"People would come to me and say, `We've lost 2,000 Pokemon cards. Can you trace them down?' or `Uh oh, we lost a million dollars of inventory, can you find it?'"
It's not just B2C and dot.com companies that are struggling with e-logistics, by the way. About 85 percent of today's e-commerce is generated in the B2B realm. And companies are still struggling with managing B2B supply chains that are not totally under their control.
I don't mean to sound pessimistic or critical ... you can't really blame companies for not following the rules when the rules keep changing.
In fact, e-commerce logistics is a whole different ball game than the kind of logistics we were used to dealing with. With e-commerce, the business of getting goods from suppliers to customers is even more complicated than usual.
Why? Because of the nature of e-commerce transactions. For starters, orders and shipments are much smaller. That's because end users are the ones who are doing the ordering over the Internet ... there are fewer middlemen buying in bulk.
Orders are not only smaller, they are more frequent. And they are also more time-sensitive. Which makes sense--just-in-time, electronic supply chains rely on just-in-time deliveries of raw materials and finished goods.
Here's another e-commerce complication:
Transaction volumes are more unpredictable. When you've got a global audience of customers just a mouse-click away, predicting sales volumes is much trickier.
The timing of the volume is unpredictable, but the direction of that volume is unmistakable. It's going up.
Take a look at this UPS commercial, which illustrates the danger of unexpected online volume.

Remember that each of those orders probably had a package delivery attached to it.
Package deliveries generated from online sales are growing at about 20 percent a year, testing the capabilities of distribution networks around the world. UPS driver Victor Porter doesn't have to read the statistics--he lives them every day.
The 29-year-old UPS driver--whose route takes him through Manhattan's Upper West Side--was recently interviewed by the Wall Street Journal.
Victor estimated that he delivers 800 to 1,000 packages every five days, and about 300 of those packages come from Internet companies.
Reports Victor: "I carry those boxes up and down stairwells all day ... because of the longer hours I put in, I'm making a lot of overtime.
"But even though I'm making more money, I don't seem to have the time to spend it."
If you think Victor is feeling the strain of e-commerce ... what about the 85 percent of small and medium-sized companies that say they can't fulfill orders internationally because of the complications of customs and currency and taxes? E-commerce is no respecter of borders, which means that companies that conduct transactions online had better have access to a global distribution network.
Global requirements ... Smaller, more frequent, more time-sensitive orders ... Unpredictable volume. The "e" in e-logistics certainly doesn't stand for "easy," does it?
We can see why Forrester is ringing the alarm bell.
But our supply chains don't have to be brittle. And they don't have to be unprepared for the coming crush of e-commerce.
In the remaining minutes, I'd like to lay out a strategy to prepare our global supply chains for the future.
This strategy involves integration--integration of the three primary flows of commerce.
If you think about it, a commercial transaction always involves three components: goods, information, and funds.
All three levels are involved in just about every transaction on the planet. You nearly always have a physical transfer of goods or services that flows from suppliers to customers.
Someone, or some organization, has to make sure raw materials get from supplier to manufacturer, that inventory is sent to the right warehouse, or that goods go to the right distributors, retailers or end customers.
The second flow of commerce involves the exchange of information about the goods or services being sold.
Information that is used to answer questions like:
* What features does the customer want?
* When are the parts supposed to arrive from the raw materials vendor?
* When do we start the production line?
* Out of which warehouse will the product be delivered to the customer?
The third component of any transaction involves the exchange of funds. The customer pays the seller. The seller pays the other suppliers. The suppliers pay their lending organizations.
Ignore any one of these three flows--goods, information and funds--and you're asking for trouble.
You'll either be out-of-stock ... out-of-answers ... or out-of-business.
Integration is the key to ensuring that the order ... the information about the order ... and the payment for the order are synchronized throughout the supply chain.
UPS has expanded to manage the supply chains of thousands of our customers ... through our logistics subsidiaries ... and we have learned that the key to supply-chain integration is collaboration.
That might seem curious coming from an independent, 93-year-old company known for insisting on "The UPS Way."
But electronic supply chains leave my company--and your company--no other choice.
To overcome the complexities of e-logistics, we all have to give up some of our independence and rely instead on a group of trusted supply chain partners.
You see, we've entered the age of the Collaborative Economy.
Instead of vertical integration, we have virtual integration ... through a collaborative network of suppliers, partners and customers.
Business Week recently called this collaborative network ... this extended electronic supply chain ... an "ecosystem."
Here's how Business Week describes this ecosystem:
"True 21st century corporations will also learn to manage an elaborate network of external relationships. That far-reaching ecosystem of suppliers, partners, and contractors will allow them to focus on what they do best and farm everything else out. And it will let them quickly take advantage of fleeting opportunities without having to tie up vast amounts of capital."
Whatever you call it, building a collaborative network is not just an exercise in synchronizing information systems and linking up production data ... Though we all know that's no piece of cake.
It also requires applying many of the elements of a good marriage: communication, vulnerability and trust.
After all, you have to share sensitive customer data with your supply chain partners, and you have to trust them to do their part to help you serve your customers.
The Collaborative Economy, in fact, is creating what we call a web of relationships:
* Buyers collaborating with suppliers.
* Fierce competitors coming together to form buying co-ops.
* Manufacturers taking over inventory management for retailers.
* E-commerce companies depending on third-party logistics partners.
* And companies collaborating with their customers.
Let me give you a few living, breathing examples of these different kinds of collaboration ... And how they work to integrate goods, information and funds.
Purchasing co-ops--B2B exchanges--are one sure sign that the rules of business have changed.
An astounding 50 percent of all B2B e-commerce is expected to flow through these buying exchanges by 2004, up from only 1.4 percent today.
Talk about goods, information, and funds coming together: buying exchanges are like an online farmer's market, where buyers inspect the merchandise and haggle over prices and discuss payment terms.
There are the big, neutral exchanges--like Free Markets--that hold thousands of auctions and help all types of organizations and industries shave 10 to 20 percent off procurement costs.
And there are the specialty, industry-specific exchanges, like the chemical industry's ChemConnect.
Then there are the corporate customer exchanges -- like Boeing's--which lets 350 different airline customers order spare airplane parts.
But the most curious development of late has been the buying co-ops formed by otherwise fierce competitors.
GM, Ford, and DaimlerChrysler are fierce competitors, but they've put aside their differences long enough to form what could turn out to be the world's largest B2B exchange.
Covisint, as it's called, will connect more than 50,000 prospective auto parts suppliers.
It hopes to slash transaction costs by 90 percent.
This is competition with a twist--it's co-opetition-D ... a new kind of collaboration designed to streamline procurement at the front end of the supply chain.
And we're likely to see more of this kind of co-opetition as customers use the Internet to demand the best products for the lowest prices.
If competitors can cooperate, then so can manufacturers and retailers.
I read a story in the Wall Street Journal about an interesting partnership between Kimberly Clark ... maker of Huggies Diapers ... and fast-growing discount retailer Costco.
Kimberly Clark and Costco have worked out a deal: If Kimberly Clark agrees to take over responsibility for replenishing stock of its Huggies Diapers on Costco store shelves ... then Costco agrees to share real-time, detailed electronic scanning information about its diaper sales with Kimberly Clark.
Each morning, Kimberly Clark data analysts study spreadsheets downloaded from Costco's point-of-purchase systems. Their mission is to keep each Costco's store's inventory as low as possible without risking empty shelves.
They dispatch trucks filled with diapers to individual Costco stores when inventory trigger points are reached. By transferring the costs and risks of inventory to the manufacturer, Costco saves money on staff and storage. And for its trouble, Kimberly Clark gets to be the primary diaper supplier at Costco stores.
What you see here is a demonstration of communication, vulnerability, and trust in a business setting. Experts expect this kind of supply-chain collaboration to intensify as pressure to cut costs and streamline the supply chain increases.
The big vision is to tie store sales directly to production. As one executive at Procter & Gamble put it: "A shopper buys a roll of Bounty paper towels, and that would trigger someone cutting a tree in Georgia."
Another type of collaboration is the growing trend toward outsourcing e-logistics to trusted third parties.
With all the complications presented by e-logistics we discussed earlier, more companies are letting outside experts manage their supply chains. The most conservative estimates predict that 15 percent of all B2B e-commerce companies will outsource their logistics by 2004, up from seven percent today.
Earlier this year, Ford hired UPS logistics to redesign its North American transportation network for finished vehicles. The automaker wanted to reduce by 40 percent the time it takes to get cars from its 22 U.S. factories to its 6,000 dealers ... and, in the process, improve the tracking of these vehicles so dealers could let customers know exactly when their cars are expected to arrive.
In other words, this isn't just a transportation challenge. It's an information challenge as well.
UPS's first step involved redesigning Ford's transportation network, which uses both trains and trucks. UPS redesigned and simplified the routes so that we could minimize the number of times a Ford vehicle changed trains or tractor trailers.
Then we set out to apply what we had learned about tracking packages to tracking cars.
We required that each transportation carrier provide UPS with real-time, Web-based information about each vehicle they handle. We feed this information into a specially designed tracking system, which collects data about each "event" that happens as a vehicle makes its way to the dealer.
Instead of bar codes, we identify each car through its Vehicle Identification Number--or VIN.
Using special optical scanners and radio frequency technology, we can track the progress of each vehicle along regular mileposts.
If a car is behind schedule, an alert is dispatched--either via e-mail, fax or pager.
UPS logistics managers then have the option of putting the vehicle on a faster mode of transportation or combining it with another load. Meanwhile, Ford dealers can check on the precise location of a vehicle by typing in its VIN number.
Eventually, customers will also be able to check the status of their cars as well--right over the Web.
As we stare in the face of a 6.8 billion-dollar e-commerce opportunity, there's no reason not to be inspired.
Sure, we've got some global supply-chain issues to iron out. Let's be honest about our shortcomings, and then let's be diligent about addressing them.
Fortunately, the Collaborative Economy forces us to work together to solve problems we couldn't handle on our own.
That's bad news for companies unwilling or unable to collaborate.... and good news for companies smart enough to know that they aren't smart enough alone.

Bill Gates Visits Houston, Speaks of Internet's Impact on Commerce.

Apr. 15 -- Houston had a double dose of Bill Gates on Wednesday as the Microsoft Corp. chairman made dual appearances, first speaking to the public at Jones Hall in the morning, then to a global audience at Compaq's Innovate Forum 99 in the afternoon.
At both events, Gates discussed how breakthroughs in technology can help businesses achieve their goals and become leaders in the digital economy.
"The boundaries of business will be changing," Gates said. "Business is going to change more in the next 10 years than it has in the last 50."
At Innovate 99, Gates told computer professionals from around the world that the Internet is where businesses will be, noting that:
About 23 percent of computer users make purchases online.
25 percent of retail trading is online.
And about 71 percent of consumers research items online before they buy in a store.
During a question-and-answer period at the TechNet Seminar in Jones Hall, Gates said he foresaw only a limited role for Linux, the free computer operating system seen by some as a threat to Microsoft's dominant Windows operating system.
Gates said there was clearly a market for free software but this was mainly confined to relatively simple applications such as word processing and spreadsheets.
"Although it is a phenomenon, it is something we take seriously," he said. "But its impact is limited."

Q: Tell us about EDSF, who its beneficiaries are, and how it is funded.
A: The Electronic Document Scholarship Foundation (EDSF) was founded in 1996 and is the only foundation dedicated to enhancing the value and relevance of document and graphic communications worldwide. As a nonprofit international organization, our programs are designed to attract the best and brightest to the industry. By granting scholarships, fostering education, promoting research, recognizing leaders, encouraging innovation, and gathering and disseminating knowledge, we are helping to build the next generation of digital content and delivery professionals.

EDSF is not membership based and relies solely on contributions to fund our scholarship programs. It is supported by companies and individuals involved in the document management and graphic communications industry.
In addition to the scholarships funded by the EDSF supporters, the foundation administers scholarships for the following companies: Axis, Inc., Clampitt Paper, Heidelberg USA, The Lewis M. Gabbe Foundation, The Hoods Memorial Fund, OutputLinks, and Questex Media Group.
Q: What is your background and how did you get involved with EDSF?
A: I joined EDSF in 2008. Prior to EDSF, I was vice president of marketing at Docucorp International, a technology company specializing in customer communication management solutions. I also held senior management positions in marketing and communications at eCosmetic.com and TIG Insurance Company.
When Docucorp merged with another company in 2007,1 felt it was time to re-evaluate what I really wanted to accomplish in my career. My husband had recently started his second career by getting his masters degree and fulfilling his lifelong dream of becoming a teacher. He came home with wonderful stories of his students and really felt he was making a difference--something you don't always get in the corporate world.
I had a conversation with a colleague about the possibility of working for a nonprofit organization instead of a traditional business. Two days later he called about the executive director position with EDSF. I can honestly say it's been the most rewarding three years of my career, and I now have my own wonderful stories about helping students.
Q: What do you consider to be your greatest achievement in this market?
A: Our greatest achievement to date has been the ability to grow our scholarship funding despite the worst economic crisis in 50 years. This was only possible due to the incredible support we received from dedicated individuals in the industry and our amazing board members that include 4over, AIIM International, Allegra Network, AlphaGraphics, BCT, Bowe Bell + Howell, C.P Bourg, Canon USA. CGS Publishing Technologies, Eastman Kodak, EFI, Equitrac, FedEx Office, Franchise Services, GMC Software, Hewlett-Packard, InfoPrint, InfoTrends, Mimeo.com, Oce North America. OfficeMax, Pitney Bowes, Presstek, PrinterPresence, Quark, Ricoh, RISO, and Xerox Corporation.
We were able to help a large number of students who had seen other sources of financial aid shrink or disappear altogether. That's something we are extremely proud to say that we accomplished.
Q: If you could change anything, either about your career, the foundation, or the market as a whole, what would it be and why?
A: I have been very fortunate to have worked for incredible companies and been exposed to great mentors, so there is not much i would change personally. For EDSF, I would like to increase our visibility so that students interested in careers in our field know that scholarship funds are available, and for companies in the industry to know that when they have vacancies there are incredibly bright, talented EDSF scholarship recipients available to fill those positions.
Q: What do you consider to be the greatest challenge and asset for the industry right now?
A: We live in a global economy and in order to remain competitive it demands that we recognize that the environment changes rapidly due to new technology, processes, or client demands. That also means that the industry needs the type of new talent that is not tied to old paradigms and that can bring fresh creative ideas and flexible thinking to our business. In an article called 'The New Printing Workforce," Frank Romano concluded that the printing industry had a skills shortage of IT-based employees.
EDSF is helping bridge that shortage. The scholarship recipients that we work with are excited about the industry. One of our recipients was recently interviewed and was asked what he thought of the statement "print is dead." He started laughing and asked where that idea came from. Print is not dead, but it is constantly evolving!
Q: What are the biggest challenges to the way we communicate with one another in the past few years? How would you recommend our industry take advantage of that?
A: Without a doubt, the way we communicate has been changed forever by the use of the Internet, wireless communication devices and, more specifically, all the social networking tools. A good example of this in our industry is the Web-to-print capabilities that customers now view as a necessity.
Certainly one challenge to be faced is how to compress large textual documents into easily transmitted and recovered communications. Formatting is a field that is wide open for creative minds and a growing segment of our industry.
Q: Looking ahead, what major innovations or technologies do you believe will shape the future of the industry?
A: This is one of the essay questions that we ask on our scholarship applications and the applicants are much more qualified than I am to address the question. Out of the hundreds of essays we receive, most center around social networking and the new cloud technology. However, I do think that our industry, like all others, must look more at creative thinking to lead the way toward innovation. It really is the ability to anticipate what will be desired on the customer side and matching that to new concepts that will shape the future. That is one reason we feel what we do at EDSF is important. We hope and believe that one of our students will be responsible for a breakthrough in the industry.
Q: What one piece of advice would you like to give printers and others in the industry?
A: Get to know EDSF! More than ever before, there is a critical need for individuals and companies to support the future of the document management and graphic communications industry. EDSF's scholarship program enables students to receive the education necessary to pursue careers in the industry, while providing much needed assistance in offsetting an ever increasing financial burden.

IU informaticists uncover online security flaws, receive free products.
BLOOMINGTON, Ind. - Internet security researchers at Indiana University and Microsoft Research have exploited software flaws in leading online stores that use third-party payment services PayPal, Amazon Payments and Google Checkout to receive products for free or at prices far below the advertised purchase price.
The research group that included IU Bloomington School of Informatics and Computing Associate Professor XiaoFeng Wang and doctoral student Rui Wang, as the lead author, was able to receive electronics, DVDs, digital journal subscriptions, personal health care items and other products either free or at prices the group itself determined.
Leading merchant applications NopCommerce and Interspire, cashier-as-a-service (CaaS) providers such as Amazon Payments and some popular online merchants all contained serious logic flaws that would allow malicious users to exploit inconsistencies in how payment statuses were perceived by the merchants and CaaS providers (Amazon Payments, PayPal and Google Checkout). The researchers in some cases were able to convince the web stores they had paid for an item through Amazon Payment while actually making the payment into their own merchant account at Amazon.
"We believe that it is difficult to ensure the security of a CaaS-based checkout system in the presence of a malicious shopper who intends to exploit these knowledge gaps between the merchant and the CaaS," XiaoFeng Wang said. "This trilateral interaction (between merchant apps, online stores and the CaaS) can be significantly more complicated than typical bilateral interactions between a browser and a server, which have already been found to be fraught with subtle logic bugs."
Most of the flaws were due to lapses in merchant software, they said, but responsibility also fell on the CaaSs. In one case the researchers discovered an error in Amazon Payments' software development kit that led to the company significantly altering the way it verifies payment notifications.
More troubling, the report notes, is that the preliminary study touched only on the simplest trilateral interactions and not on other real-world applications that involve even more parties, like marketplaces and auctions, which the researchers now believe could be even more error-prone.
"This calls for further security studies about such complicated multi-party web applications," said Rui Wang. "Our analysis revealed the logic complexity in CaaS-based checkout mechanisms, and the effort required to verify their security properly when developing and testing these systems. We believe this study takes the first step in the new security problem space that hybrid web applications bring."
The research group, which also included Shuo Chen and Shaz Qadeer of Microsoft Research in Redmond, Wash., said it now hopes to explore whether similar flaws can be found that would allow malicious users to purchase two items at extremely different prices and then return the cheaper one while receiving a refund for the more expensive item.
"An interesting question might be whether we can check out a $1 order and a $10 order and cancel the $1 order to get $10 refunded," Rui Wang added.
In each case where flaws were found the researchers reported their findings to the affected parties, received acknowledgements from the parties, returned any property received, and worked with them to correct the flaws.
In January 2011 Rui Wang and XiaoFeng Wang, his doctoral adviser, and Shuo Chen, the Microsoft researcher, were part of a team that uncovered Facebook vulnerabilities that allowed malicious websites to access and share private user data. Facebook later confirmed it had repaired the vulnerabilities. S KOREAN INSTITUTE INKS TIE-UP DEAL WITH BELL LABS.
SEOUL, April 18 Asia Pulse - South Korea's state-run telecommunications research institute said Friday that it has signed a memorandum of understanding (MOU) with Bell Labs to expand cooperation in a wide range of next-generation information technology.
The Electronics and Telecommunications Research Institute (ETRI) said the MOU, signed in Washington Thursday, calls for closer ties in advanced optical communications, network applications and mobile technology development.
The two sides also plan to exchange views on how best to respond to rapid changes in the global information technology sector and to jointly develop necessary technologies and corporate strategies.
"The main goal of the MOU is help both sides lead in the cutting edge industries through joint research and development efforts," an ETRI researcher said.
ETRI has been instrumental in transforming South Korea into a global IT leader and helped contribute to widespread use of code division multiple access systems for mobile phones. It pioneered technology development for wireless broadband Internet technology (WiBro) and terrestrial digital multimedia broadcasting.
Bell Labs, the R&D arm of multinational Alcatel-Lucent, created transistors, communication satellites, mobile phones and high definition TVs. It has corporate headquarters in Paris and New Jersey.
ETRI president Choi Mun-kee and Bell Labs president Jeong Kim signed the MOU. Knowledge Economy Minister Lee Youn-ho, who is in Washington with President Lee Myung-bak, and U.S. deputy secretary of commerce John Sullivan attended the signing ceremony.

Federal grant helps Springdale get connected.

Oct. 13--A $529,000 federal grant will bring wireless connectivity to businesses, schools and residents in broadband-starved Springdale, Wash. The grant, announced last week, comes from the U.S. Department of Agriculture's Rural Development Community Connect program. The money will build a new Springdale community center with a 10-machine computer lab, plus develop a city-wide wireless network, said Jeff Tamietti, the CEO of Spokane-based startup wireless Internet provider EcliptixNet. Springdale received the grant because officials demonstrated the town, with a population of about 280, has no other broadband service and has a relatively low per-capita income, said Tamietti. It all started last year with Tamietti, an Air Force veteran, noticing the federal grant program. He contacted a number of Eastern Washington communities about applying. "Springdale was the one that showed the most interest. They got the idea," said Tamietti. EcliptixNet, started two years ago, will bring broadband wireless into Springdale and build out a network that has both a free and subscriber service.
The free access includes the new community center, which will cost about half the total grant, said Tamietti. It should be open by January 2007, he added. City municipal departments, Springdale's school district and its health clinic will also get free service. City residents and other Stevens County residents within a seven-mile radius will have the option of subscribing to the service, he said.

CHILD SEX RING LEADER GETS 50 YEARS.(METRO)
GREEN BAY (AP) -- A drifter investigators say was the ringleader of a child sex and pornography ring that stretched across the nation via the Internet was sentenced Thursday to 50 years in prison.
William Martin, 34, lured boys to his home, sexually assaulted at least a dozen of them and invited men he met on the Internet to do the same, according to criminal complaints and federal affidavits. He also recorded the sex acts and sold the images.
Martin pleaded guilty in May to three counts of enticing a minor to engage in a sexual act for the purpose of producing pornography.
After moving to Beaver Dam in 2002, Martin befriended neighborhood parents and their friends in the Wisconsin town and encouraged them to let their children visit his home, stay overnight or go on trips with him, authorities have said.
The case developed after Michigan authorities searched the home of a man who was part of an Internet club whose members produced and shared photographs, videos and live broadcasts of children being sexually assaulted.
That man, Brian Urbanawiz, was sentenced in Michigan to at least 35 years in prison after pleading guilty last year.

During the period, the Company's portfolio performed exceptionally well, producing an excellent return for shareholders, one that was better than the market by a significant margin. The value of investments can go down as well as up, and may be affected by exchange rate fluctuations. The net asset value of the Company appreciated rapidly in March and the beginning of April, as increasing expectations that the recovery in the domestic economy would broaden, generated considerable interest from overseas investors. Our performance mirrored the downturn in the market in late April and early May, when concerns about surging oil prices and monetary tightening in the US and China eroded general confidence. From late May, however, our performance started to recover again and finished the half-year period in a resounding fashion. The fund manager's individual investment decisions added significant value to our performance, with internet-based services companies and retailers making the largest contributions. A sizable bias towards the retail sector also paid off, as many of the constituent companies produced significant improvements to their fiscal 2003 earnings, thanks in part to previous restructuring efforts. They now appear poised for an improvement in sales growth. During the six months under review, service-oriented companies continued to account for a large part of the Company's portfolio. A number of new additions were made in this sector, including Cyber Agent, OPT and Rakuten. Exposure to wholesale firms with improving profitability was increased. Following their strong performance, some of the positions in the retail sector were reduced during the last few weeks. The Market and Outlook After bottoming in the first quarter of 2003, Japanese equities enjoyed a 12-month rally, spurred by improving corporate fundamentals, progress in banks' efforts to write off their non-performing loans and signs that the export-driven economic recovery had spread to domestic areas. Furthermore, fiscal 2003 earnings results exceeded expectations. According to Toyo Keizai, smaller companies (TSE2 excluding financials) reported a 3.4% year-on-year increase in sales and a 33.5% jump in recurring profits. For the financial year ending March 2005, the same firms forecasted a similar increase in revenue (+3.0% year-on-year) and further double-digit profit growth (+13.8% year-on-year). The Bank of Japan's quarterly Tankan survey (released on 1 July 2004) showed that the business conditions for small manufacturing companies turned positive for the first time since December 1991. The data underlines the fact that the economic recovery, which was previously concentrated among large manufacturers, has clearly spread to other areas. Moreover, as smaller companies are by nature geared towards the domestic economy, they tend to outperform during periods of recovery. Many smaller companies involved in domestic sectors, such as real estate and construction, have continued to implement structural reforms and should see the fruits of their labour emerging during the current fiscal year. There are also a number of emerging industries, such as e-commerce and communications services, in which smaller companies are highly active. Growth in these new sectors should provide further momentum for the small-company universe. The Company entered into a facility with The Royal Bank of Scotland plc on 10 August 2004 for an amount of Yen 1,499,040,000 at a rate of approximately 1.565% which is expected to be drawn down in full on 13 August 2004 and is repayable on 13 August 2009. It is the Board's intention that the proceeds of the drawdown will be used to repay the loan for the same amount from JPMorgan Chase Bank. 9. Net asset value per ordinary share - The net asset value per ordinary share is based on net assets of [pounds sterling]80,108,000 (31.12.03: [pounds sterling]59,338,000; 30.06.03: [pounds sterling] 44,234,000) and on 98,207,453 (31.12.03: 98,206,253; 30.06.03: 98,206,253) ordinary shares, being the number of ordinary shares in issue at the period end. 10. Share repurchases - No shares were repurchased for cancellation during the period. 11. Exercise of warrants - On 30 April 2004, 1,200 ordinary shares of 25p per share were issued and allotted, fully paid at a price of 100p per share, following an exercise of warrants. The remaining 20,395,347 warrants expired unexercised. 12. In prior periods gains and losses on investments have been misallocated between the realised capital reserve and the unrealised capital reserve. A correction for this has been posted through reserves in the current period in accordance with accounting standards. The results for the six months to 30 June 2004 and 30 June 2003, which are unaudited, constitute non-statutory accounts within the meaning of s240 of the Companies Act 1985. The latest published accounts for the year ended 31 December 2003, on which the auditors gave an unqualified report, have been delivered to the Registrar of Companies.
